题目:When Skilled Workforce Comes to Town: Evidence from City-level Talent Policies in China

概要:Many countries and regions have adopted talent policies aimed at attracting a skilled workforce—the key resource to technology and innovation-based economy. One prominent example is China, as it has successfully integrated traditional industrial policies with new talent policies by providing subsidies, tax breaks, housing, and other incentives to firms' talent hires in specific industries. This study builds a comprehensive dataset of talent policies implemented by prefectural governments in China, detailed job postings, proprietary migrant surveys, and patent data spanning from 2015 to 2020, aiming to quantitatively assess the impact of these policies on the local labor market, migration patterns, and firms' innovation.
First, using a triple difference estimation for city-industry-year level data, we observe a substantial increase of 22.9% in job opportunities and a 19% rise in new firm entry within the targeted city-industries. In contrast, job posts from the untargeted industries in the targeted cities experienced a significant decrease of 4.2%, suggesting potential negative spillover effects. Further textual analysis based on structural topic model reveals significant changes in the composition of skill requirements. Specifically, there is a notable increase in topics related to data analytics, digital economy, computer science, design, and automation. On the other hand, topics associated with conventional skills such as teamwork, human resource management, sales, and communication skills show a decrease. Finally, evidence from repeated cross-sectional migration surveys conducted by the National Bureau of Statistics shows a 4.9% increase in migrants with college degrees and above who have relocated to the targeted city-industries. This finding further supports the effectiveness of the talent policies in attracting skilled individuals to these areas.
